Shannon is a partner in the firm’s litigation team with a focus on environment, local government, and public law. Shannon has a particular interest in freshwater management, large infrastructure projects and public and private plan changes. She is regularly involved in consenting projects, and works with project teams from design of the project through to implementation.

Shannon also provides advice to a number of local authority clients, acting as a trusted advisor on a range of day-to-day operational matters, strategic planning/issues, local government powers and decision making, climate change, developments and litigation.

Shannon’s practice extends to environmental and regulatory compliance and enforcement for local authority and private clients.

Relevant Experience & Recent Major Projects

  • Acting for regional councils on direct referrals involving consenting of wastewater treatment plant infrastructure and roading projects.

  • Advising on fast track consenting projects including the proposed Arawhata Wetland complex.

  • Acting for local authorities and private clients on water allocation and related plan changes.

  • Advising regional councils on freshwater and related plan changes.

  • Advising the joint territorial authorities on Notice of Requirements for roading project (Te Ahu a Turanga).

  • Involvement in the development of regional and district plans.

  • Acting on various Environment Court appeals for regional and district consenting matters.

  • Environmental due diligence on sale and purchase of agribusinesses.

  • Advising regional and territorial authorities on a range of High Court, Māori Land Court, and Environment Court matters relating to restoration projects at Lake Horowhenua.
